There were no declarations of conflict of interest.

There were no presentations or delegations.

Gagan Batra, Manager of Business Support and Sustainability, appeared before the Committee and provided an overview of the application. The study looks at possible improvements to the right of way for Colborne Dalhousie Streets. Possible improvements include changing to two-way traffic from one-way traffic, continuing to permit parking on both sides of the street, and adding bike lanes and pedestrian spaces.

Staff answered various questions from the Committee.

  • THAT Report 2022-252 titled Cultural Heritage Assessment Report for the Class Environmental Assessment for Downtown Streetscaping BE RECEIVED

Ruchika Angrish, Planning Consultant and Robert Phillips, appeared before the Committee and provided an overview of the assessment. A PowerPoint presentation was made and a copy was placed in the meeting file. There are two properties located near the proposed development, both of which are non-designated, listed properties on the Heritage Register. The Committee provided on comment to be forwarded to staff.

  • THAT the following comments regarding the Heritage Impact Assessment for 167 Mount Pleasant Street (File PZ-14-22) BE FORWARDED to Staff:

    1. The Brantford Heritage Committee acknowledges that the proposed development reflects the design and flow of the neighborhood.

Rachel Redshaw, Heritage Planner, Rodney Gay, Architectural Technologist, and Paul Schuit, appeared before the Committee and provided an overview of the assessment. A PowerPoint presentation was made and a copy placed in the meeting file. The Heritage Planner noted that they did not find any potential adverse impacts as a result of the proposed development.

The Consultant answered various questions from staff.

The Committee provided seven comments to be forwarded to staff.

  • THAT the following comments regarding the Heritage Impact Assessment for 316 West Street (File SPC-16-22) BE FORWARDED to Staff:

    1. The Brantford Heritage Committee recommends that the proponent consider impacts of erosion and a retaining wall, that the property owners of 314 West Street be notified, and that the proponent be responsible should damage occur at 314 West Street as a result of the project
    2. The Brantford Heritage Committee recommends that the stone foundation at 314 West Street be assessed prior to the commencement and during the project.
    3. The Brantford Heritage Committee highlights that while the Consultant identified that there was consideration of land disturbances, and there were no adverse impacts related to 314 West Street identified, the Committee recommends the proponent consider the importance of preserving the ecosystem and heritage
    4. The Brantford Heritage Committee notes that the subject lands are located in an area with a delta and lake bed. The maps provided in the Assessment show that there was a stream through the area and therefore there is a potential need for archeological assessment
      1. The Committee notes that natural heritage features are important
    5. The Brantford Heritage Committee recommends a review of the research for the property as there was a home built at the site, owned by Frank Birkett who was a gardener.

David and Anna Lu appeared before the Committee in opposition of the inclusion of 54 Alfred Street and 162 Darling Street in the Heritage register as non-designated, listed properties. A PowerPoint presentation was made and a copy placed in the meeting file. The delegates intend to develop the properties in order to bring in higher income tenants. The delegates answered various questions from the Committee.

Patrick Vusir, Long Range Planner appeared before the Committee and provided an overview of the Staff Report. A PowerPoint presentation was made and a copy placed in the meeting file. Staff highlighted that the aspects of the properties which meets the listing criteria to remain a non-designated, listed property. Staff responded to various questions of the Committee. The Committee provided one comment to be included in Staff’s report.

  • THAT the following comments from the Brantford Heritage Committee regarding the Notice of Objection to the listing of 54 Alfred Street, 162 Darling Street, and 455 Colborne Street on the City of Brantford’s Heritage Register BE INCLUDED in Staff’s future report to the Committee of the Whole – Planning and Administration:

    1. The Brantford Heritage Committee supports the properties remaining as non-designated, listed properties on the Register, especially if there are no structural concerns

Patrick Vusir, Long Range Planner appeared before the Committee and provided an overview of the Staff Report. A PowerPoint presentation was made and a copy placed in the meeting file. Staff recommended 78 non-designated listed properties to be included in the project. Staff responded to various questions of the Committee. The Committee provided one comment to be included in Staff’s report.

  • THAT the following comments from the Brantford Heritage Committee regarding the Phase D properties recommended for inclusion on the Heritage Register as non-designated, listed properties BE INCLUDED in Staff’s future report to the Committee of the Whole – Planning and Administration:

    1. The Brantford Heritage Committee supports the staff recommendation that all 78 properties be added to the Register including those who objected.
