Mase Rasti and Mike Tamanani, agents for the applicant, appeared before the Committee and provided an overview of the application. The applicant explained that they intend to demolish the structure to construct student housing on the site.

The applicants answered various questions from the Committee.

Patrick Vusir, Intermediate Planner, appeared before the Committee and provided an overview of the Staff Report. A PowerPoint presentation was made and a copy placed in the meeting file. The application is to demolish an accessory structure at 70 Alfred Street which is a non-designated, listed property on the City of Brantford’s Heritage Register. Staff reviewed historic mapping of the City of Brantford as well as information available on the Brantford Heritage Inventory and note that no accessory structure that would match the current footprint and location on the property of the existing detached accessory structure in historical mapping.

Staff answered various questions from the Committee.

The Committee provided  comments to be forwarded to staff.

    1. THAT Staff Report 2023-739, titled “Notice of Intention to Demolish an Accessory Structure at 70 Alfred Street, a Non-Designated, Listed Property on the City of Brantford’s Heritage Register” BE RECEIVED; and
    2. THAT the following comments of the Brantford Heritage Committee be provided to Staff for inclusion in Staff’s future report to Committee of the Whole – Planning and Administration:
      1. The Brantford Heritage Committee recommends that the proponent preserve some of the demolished brick to be adaptively reused for incorporation into any future development applications or the primary structure;
      2. The Brantford Heritage Committee strongly urges the proponent to exercise thorough caution during demolition in order to ensure the primary structure is preserved;
      3. The Brantford Heritage Committee notes the proponents application suggests there is intent to demolish the primary structure in the future;
      4. The Brantford Heritage Committee recommends that Property Standards staff monitor the site to ensure compliance in order to protect the heritage asset.

The applicant is proposing to demolish the building at 25 William Street, which is a non-designated, listed property on the City of Brantford’s Heritage Register. Staff recommended that Council consider issuing a Notice of Intention to Designate under Section 29 of the Ontario Heritage Act and that Staff and the Brantford Heritage Committee be directed to conduct further research and prepare a designation by-law.

    1. THAT Report 2023-740, titled “Notice of Intention to Demolish 25 William Street, a Non-Designated, Listed Property on the City’s Heritage Register”, BE RECEIVED; and,
    2. THAT the following comments of the Brantford Heritage Committee be provided to Staff for inclusion in Staff’s future report to Committee of the Whole – Planning and Administration;
      1. The Brantford Heritage Committee recommends that Property Standards staff be requested to inspect and monitor the site to ensure compliance and strict enforcement in order to protect the heritage asset;
      2. The Brantford Heritage Committee urges Council to uphold the decision to list the property on the register and supports issuing a Notice of Intention to Designate;
      3. The Brantford Heritage Committee strongly opposes the demolition of the structure;
      4. The Brantford Heritage Committee notes the historical contributions of James Kerr Osborne locally and as part of the Massey-Harris Limited;
      5. The Brantford Heritage Committee notes the lack of documented of structural concerns for the building, and apparent structural integrity of the building.

    1. THAT Report 2023-627, titled “Draft Terms of Reference for Heritage Impact Assessments and Heritage Conservation Plans”, BE RECEIVED; and
    2. THAT the following comments of the Brantford Heritage Committee be provided to Staff:
      1. The Brantford Heritage Committee supports the implementation a Terms of Reference for Heritage Impact Assessments and Heritage Conservation Plan.

    2. THAT the 2024 budget for the Brantford Heritage Committee BE UTILIZED to undertake the priorities identified in Appendix A to Report 2023-734.
