Re: Item 7.1.1 Fire Department Staffing impact due to employees who are on Presumptive Leaves through the Workplace Safety and Insurance Board (WSIB)

    1. THAT report 2023-572 titled Fire Department Staffing impact due to employees who are on Presumptive Leaves through the Workplace Safety and Insurance Board (WSIB) BE RECEIVED; and
    2. THAT the Fire Chief BE DIRECTED to hire probationary firefighters/communications dispatchers to replace current fire department employees who are off on WSIB presumptive leaves in excess of six (6) months plus one day.
    1. THAT Report 2023-582, titled “Concurrent Non-Routine Demolition Applications for 187-203 Market Street, 11 Grey Street, and 168 & 168½ George Street” BE RECEIVED; and
    2. THAT the Non-Routine Demolition Applications for 187-203 Market Street, 11 Grey Street, and 168 & 168½ George Street BE APPROVED.
    1. THAT Report No 2023-606 regarding the Federation of Canadian Municipalities Board of Directors Meeting – Alternate Dates for Bid to Host BE RECEIVED; and
    2. THAT the Corporation of the City of Brantford formally INVITES the Federation of Canadian Municipalities Board of Directors to hold their meeting within the City of Brantford; and
    3. THAT staff SUBMIT the alternate dates (September 21-24,2027 and September 19-22, 2028) to the Federation of Canadian Municipalities on or before November 10, 2023; and
    4. THAT the City Clerk BE DIRECTED to provide a certified copy of the final resolution of Council offering to host the Federation of Canadian Municipalities Board of Directors Meeting event on the stated alternate dates before October 31, 2023; and
    5. THAT staff BE DIRECTED to report back to Council in the event that the bid is successful.
    1. THAT Report 2023-584 Downtown Brantford Priority Plan: 2023 Update BE RECEIVED; and
    2. THAT Councillor Mandy Samwell BE APPOINTED as the Downtown Revitalization Champion for the duration of the Downtown Brantford Infrastructure Renewal project; and
    3. THAT staff BE DIRECTED to continue to work with community stakeholders to implement the Downtown Brantford Priority Plan and provide annual progress reports to Brantford City Council.
    1. THAT Report No. 2023-577 entitled “Updates to the City of Brantford Customer Service Standard and Customer Complaints Handling Policy” BE RECEIVED; and
    2. THAT the City of Brantford “Customer Service Standard Update” as amended outlined in Appendices “A & B” BE ADOPTED; and that the necessary bylaw BE PRESENTED to City Council for adoption; and
    3. THAT the City of Brantford “Customer Complaints Handling Policy Update” BE ADOPTED; and that the necessary bylaw BE PRESENTED to City Council for adoption; and
    4. THAT the City Clerk BE REQUESTED to update the Corporate Policy Manual to include the amended City of Brantford Customer Service Standard Update Corporate-018 and Complaints Handling Policy Corporate-043.
    1. THAT Report 2023-501 titled Historical Inductees BE RECEIVED; and
    2. THAT the following nominees BE INDUCTED into the Wall of Recognition as a Historical Candidates:
      1. 2023: Walter J. Bragg
      2. 2024: John Wedgewood Bowlby
      3. 2025: Charles H. Hartman
      4. 2026: John H. Matthews; and
    3. THAT John Utley BE INDUCTED into the Wall of Recognition as a Modern-day Candidate for the year of 2022.
  • WHEREAS Phillip (Phil) Edward Hartman (nee Hartmann) was born in Brantford on September 24, 1948; and

    WHEREAS Phil Hartman was a renowned and tremendously gifted screen and voice actor, comedian, screenwriter and graphic designer; and

    WHEREAS Hartman is known for many accomplishments, including but not limited to his work in co-developing the character, Pee-wee Herman; performing for eight seasons of NBC’s Saturday Night Live (1986-1994) and voicing multiple characters in the Fox animated series, The Simpsons; and

    WHEREAS Hartman was inducted into the Canada and Hollywood Walks of Fame in 2012 and 2014 respectively; and

    WHEREAS Hartman was inducted into the City of Brantford’s Walk of Fame, now known as Prominence Point, in 1997 where he attended the ceremony in-person, returning to Brantford for the first time since leaving the City at 10 years old; and

    WHEREAS the untimely death of Hartman on May 28, 1998 shocked the entertainment community with statements from colleagues and friends remembering Hartman as warm, professional, loyal and a “decidedly regular guy”; and

    WHEREAS Public Art celebrates the culture, history, people, events and locations that make our community unique; and

    WHEREAS the City of Brantford recognizes the value of art in public places that reflects the diversity of our community, provides unique attractions for citizens and visitors, and strengthens community pride; and

    WHEREAS the City of Brantford has recognized significant Brantford-born citizens, such as Wayne Gretzky, Walter Gretzky and Lawren S. Harris, in its Public Art Collection;

    NOW THEREFORE BE IT RESOLVED:

    1. THAT staff BE DIRECTED to issue a Call for Artists, in collaboration with Glenhyrst Art Gallery of Brant, for a piece of Public Art to commemorate and celebrate the life and work of Phil Hartman, and installed in a location to be determined by the Public Art Staff Technical Committee with the Public Art Subcommittee; and
    2. THAT a jury for the Phil Hartman Public Art Project BE STRUCK to include:
      1. Two (2) Councillors, including Councillor Sicoli and Councillor _______;
      2. Two (2) representatives of the Public Art Subcommittee;
      3. One (1) representative of the Glenhyrst Art Gallery of Brant Board of Directors; and
      4. Two (2) members of the public who self-identify as Phil Hartman fans; and
    3. THAT up to $20,000 BE FUNDED by the Public Art Reserve (RF0507) for the Phil Hartman Public Art Project; and
    4. THAT up to $20,000 BE FUNDED by Council Priorities Reserve (RF0558) for the Phil Hartman Public Art Project; and
    5. THAT this funding BE REFERRED to the 2024 Estimates process to be considered with the 2024-2027 Multi-Year Budget.
