    1. THAT staff Report 2021-577 regarding “Natural Burials” BE RECEIVED; and

    2. THAT staff BE DIRECTED to include a project for a Cemetery Master Plan in the 2022 Capital Budget.
    1. THAT Report 2021-402 regarding “Traffic Control – Yield Right of Way Signs to Stop Signs (Various Locations)” BE RECEIVED; and
    2. THAT Schedule “1” of By-law 37-83, being a by-law to regulate Traffic in the City of Brantford, which pertains to “Through Highways” BE AMENDED; and
    3. THAT Schedule “2” of By-law 37-83, being a by-law to regulate Traffic in the City of Brantford, which pertains to “Yield Right of Way Signs” BE AMENDED; and
    4. THAT the necessary by-law BE PRESENTED to City Council for adoption.
    1. THAT report no. 2021-134 regarding “Housekeeping – Albion Street Parking Control By-laws” BE RECEIVED; and

    2. THAT Parking by-law 144-88, being a by-law to regulate Parking in the City of Brantford BE AMENDED; and

    3. THAT the necessary by-laws BE PRESENTED to Council for adoption.

    1. THAT Report 2021-607 regarding the 2021 Ontario 55+ Winter Games Recommendation for Postponement BE RECEIVED; and
    2. THAT the Chief Administrative Officer BE DIRECTED to sign a joint letter from The Corporation of the City of Brantford and The Corporation of the County of Brant, as co-hosts to the 2021 Ontario 55+ Winter Games, which recommends to the Province that the 2022 Ontario 55+ Winter Games be postponed to the next available date (Schedule A); and
    3. THAT,
      1. in the event the Province agrees to postpone the 2021 Ontario 55+ Winter Games, that the Director of Economic Development and Tourism BE AUTHORIZED to sign any reasonably necessary agreement(s) to effect the postponement; or
      2. in the event the Province decides to cancel the 2021 Ontario 55+ Winter Games, that the Director of Economic Development and Tourism BE AUTHORIZED to sign
        1. any reasonably necessary agreement(s) to agree to terminate the existing agreement(s); and
        2. any reasonably necessary agreement(s) to agree to provide the 2022 Ontario 55+ Winter Games at a mutually agreeable date.

           

    1. Appointments Policy and Chapter 26 – Boards and Committees Duties – Functions Update [Financial Impact – None] , 2021-502
      1. THAT Report 2021-502, Appointments Policy and Chapter 26 – Boards and Committees Duties – Functions Update BE RECEIVED; and

      2. THAT By-law 70-2010 BE AMENDED by repealing and replacing Corporate-028 - Appointment of Citizen Members to City of Brantford Boards, Advisory Committees, Task Forces and other Committees to which Council makes Appointments as attached as Appendix A to Report 2021-502 and that the necessary By-law BE PRESENTED to City Council for adoption;

      3. THAT Chapter 26 – Boards and Committees Duties – Functions of the City of Brantford Municipal Code BE AMENDED as outlined and attached as Appendix B to Report 2021-502 and that the necessary By-law BE PRESENTED to City Council for adoption.

     
  • 2. Procedural By-law Updates - 2021-629

      1. THAT report 2021-629 titled “Procedural By-Law Update” BE RECEIVED; and
      2. THAT the necessary by-law to amend Chapter 15 of the City of Brantford Municipal Code regarding Procedure (the “Chapter”) as identified in “Appendix A” BE PRESENTED to City Council for adoption.
      3. THAT having achieved its mandate that the Meeting Process Review Task Force BE DISBANDED.
    1. THAT Staff Report 2021-296, Southwest Community Centre and Park Project Overview, BE RECEIVED; and
    2. THAT Staff BE DIRECTED to put the inclusion of the library in Phase 3 of the Southwest Community Centre and Park project ON HOLD, pending approvals from the Library Board and City Council confirming whether the library portion of the project will be included.
    1. THAT Report No. 2021- 555 regarding "Winter Maintenance Update 2021-2022" BE RECEIVED; and
    2. THAT staff BE DIRECTED to continue compliance with the Ontario Minimum Maintenance Standards, Reg. 239/02 of the Municipal Act, as amended on May 3, 2018; and
    3. THAT the 2021-2022 “Winter Operations Planning Document for The Corporation of the City of Brantford” BE APPROVED.
  • WHEREAS sewage backups in basement are often caused by old and deteriorated sanitary sewer lateral pipes on the private property; and

    WHEREAS lead water service pipes increase the level of lead in the tap water which increases the risk of  lead poisoning to pregnant women and children under the age of six; and  

    WHEREAS the homeowner is responsible for maintenance and replacement of the sanitary sewer lateral and the lead water service line located within the private property; and

    WHEREAS the City offers financial incentives since 2014 to assist home owners who are eligible through the Private Sanitary Sewer Lateral Replacement Grant Program which pays 50% of the cost of lining/replacement up to $1,500 per sanitary sewer lateral; and

    WHEREAS the City offers financial incentives since 2008 to assist home owners who are eligible through the Lead Financial Incentive Program which pays up to $1,000 grant and up to $3,000 interest bearing loan per lead service line; and

    WHEREAS the funding for Private Sanitary Sewer Lateral Replacement Grant Program and the Lead Financial Incentive Program have not been adjusted for inflation since 2014 and 2008, respectively
    WHEREAS the cost of replacement of pipes has increased due to increase in labour costs, material costs and permit fees; and 
    NOW THERFORE the Council of the Corporation of the City of Brantford HEREBY RESOLVES:

    1. THAT the financial assistance for the Private Sanitary Sewer Lateral Replacement Grant Program BE INCREASED to 50% of the cost of lining/replacement up to $2,000 per sanitary sewer lateral from April 1, 2022; and
    2. THAT the financial assistance for Lead Financial Incentive Program BE INCREASED up to $1,500 grant and up to $3,000 interest bearing loan per lead water service line from April 1, 2022; and
    3. THAT the annual funding for the above two grant programs BE INCREASED from $100,000 to $120,000 each from 2022 onwards and the annual program funding be adjusted based on the program uptake by residents; and
    4. THAT the Private Sanitary Sewer Lateral Replacement Grant Program CONTINUE TO BE FUNDED from Wastewater and Related Reserve RF540 and the Lead Financial Incentive Program CONTINUE TO BE FUNDED from Water and Related Reserve RF542; and  
    5. THAT the General Manager of Public Works BE AUTHORIZED to implement the grant program changes approved by the Council.
  • WHEREAS the City of Brantford’s Cultural Hub Task Force is anticipated to meet its mandate in June 2021 and is expected to make recommendations to Brantford City Council by the beginning of Q3 2021; and

    WHEREAS Brantford City Council established a Consolidated Museum and Archives Facility Task Force in 2020 to focus on, and make recommendations with respect to, actions that should be taken by the City of Brantford to consult with the Brantford museum community (staff and volunteers) and larger community to determine the desire for, and feasibility of, a consolidated museum and archives facility in the City of Brantford;

    WHEREAS the mandates of both Task Forces align and complement one another, and efficiencies can be realized by incorporating the research and deliverables of the Cultural Hub Task Force with the mandate and anticipated deliverables of the Consolidated Museum & Archives Task Force;

    NOW THEREFORE IT BE RESOLVED:

    1. THAT the Cultural Hub Task Force BE DISBANDED upon the completion of identifying a location for a cultural hub in Brantford as the final deliverable within the Task Force mandate to be received at Council on or before September 30, 2021; and
    2. THAT the Consolidated Museum & Archives Task Force BE DISBANDED having not assembled to date; and
    3. THAT a new Task Force BE ESTABLISHED and named the Community Heritage & Cultural Space Task Force; and
    4. THAT the Community Heritage & Cultural Space Task Force BE COMPRISED of the following members:
      1. Representatives from Brantford City Council, being Councillor Antoski, Councillor McCreary, Councillor Utley, Councillor Sless and Councillor Wall; and
      2. Four citizen appointees; and
    5. THAT the Task Force BE SUPPORTED by:
      1. City of Brantford staff liaisons, selected by the Chief Administrative Officer, who will provide technical and operational advice, and staff assistance; and
      2. The City Clerk, or designate, to assist with agenda preparation, minute taking, and meeting preparations; and
      3. Other staff as needed to support the mandate and deliverables of the Task Force; and
    6. THAT the deliverables of the Community Heritage & Cultural Space Task Force BE ESTABLISHED to serve as a governance entity that focuses on, and makes recommendations with respect to, actions that should be taken by the City of Brantford to consult with the Brantford museum community (staff and volunteers) and larger community to determine the desire for, and feasibility of, a consolidated museum and archives facility in the City of Brantford; and
        1. Conduct consultation with the wider cultural community, as well as the staff and volunteers of all museums, within the exterior boundaries of the City of Brantford, that meet the International Council of Museums’ definition of a “museum”, to determine the desire for, and feasibility of, a community heritage and cultural space in the City of Brantford;
        2. Conduct public consultation to determine the desire for a community heritage and cultural space in the City of Brantford that incorporates the research results conducted by the Cultural Hub Task Force, including the Feasibility Study for a Mid-Sized Performance Space;
        3. Solicit expressions of interest from the heritage and cultural community, and other applicable public interest groups;
        4. Investigate the feasibility of relocating and incorporating the Brantford Farmers’ Market into a community heritage and cultural space;
        5. Investigate the feasibility, and demand for, a large shared community space that could accommodate charitable events, such as the Brantford Symphony Orchestra’s Annual Book Fair or Community Resource Service (Brantford Food Bank)’s Christmas Baskets program;
        6. Develop a budget for a community heritage and cultural space in Brantford, if project is deemed desired;
        7. Identify a location for a community heritage and cultural space in Brantford, if project is deemed desired;
        8. Develop a feasibility study and action plan that outlines how the Task Force can be a catalyst and advocate for the project; and
    7. THAT the term of the Task Force BE ESTABLISHED until such a time as the Task Force, in consultation with support staff, recommends their disbandment having achieved their mandate; and
    8. THAT the Community Heritage & Cultural Space Task Force BE DIRECTED to report to Committee of the Whole – Operations and Administration on a proposed location and capital and operation funding needs and proposed sources by December 31, 2021.
