    1. That Report No 2023-248 regarding a Museum Funding Agreement with Brant Historical Society BE RECEIVED; and
    2. THAT staff BE AUTHORIZED to execute a Museum Funding Agreement for the Community Cultural Investment; Program – Core Operating Grant stream with Brant Historical Society, subject to approval as to form by the City Solicitor or designate; and
    3. THAT the funding request of up to $46,347 annually (2023, 2024 and 2025) BE FUNDED by the Community Groups Reserve, as set out in Section 9.0 of Report No. 2023-248.
  • Amendment

    THAT Clause C BE AMENDED to read as follows:

    THAT the Funding request of up to $29, 681 annually (2023, 2024 and 2025) BE FUNDED by the Community Groups Reserve, as set out in Section 9.0 of Report No. 2023-248, upon the completion of the sale of crystal cottage.

    1. THAT Report No 2023-369 regarding the Federation of Canadian Municipalities Board of Directors Meeting – Request to Submit Bid to Host BE RECEIVED; and
    2. THAT the Corporation of the City of Brantford formally INVITES the Federation of Canadian Municipalities Board of Directors to hold their meeting within the City of Brantford; and
    3. THAT Staff prepare the necessary requirements as outlined in the Request for Proposal to be submitted to the Federation of Canadian Municipalities on or before June 30, 2023; and
    4. THAT the City Clerk BE DIRECTED to provide a certified copy of the final resolution of Council offering to host the Federation of Canadian Municipalities Board of Directors Meeting event before June 30, 2023; and
    5. THAT Staff be DIRECTED to report back to Council in the event that the bid is successful.
    1. THAT Staff Report 2023-294 titled “Bell Homestead National Historic Site Annual Report and 150th Anniversary of the Invention of the Telephone” BE RECEIVED; and
    2. THAT an expenditure of $60,000 from the Parks and Recreation Capital Reserve (RF0494) be approved in 2023 to complete the renovation of the telephone exhibition gallery at the Bell Homestead National Historic Site.
    1. THAT Report # 2023-199 Brantford Santa Claus Parade 2023 BE RECEIVED; and
    2. THAT the City provides a one-time operational grant to Freedom House in the amount of $5,000 funded from the Community Groups Reserve (RF0569).

    1. Ashgrove Neighbourhood Traffic Review [Financial Impact – None], 2023-341

      2. THAT “Parking Prohibited at Anytime” BE APPROVED on the south side of Banbury Road from Orkney Place to a point 32 metres east of the centre line of Orkney Place; and
      3. THAT the necessary by-law BE PRESENTED to City Council for adoption.
    3. Banbury Road – Traffic Calming [Financial Impact – None], 2023-348    
      1. THAT report no. 2023-348 regarding Banbury Road – Traffic Calming BE RECEIVED; and
      2. THAT the recommended by-law changes as presented in Appendix “C” and further described in report no. 2023-348, Banbury Road – Traffic Calming BE APPROVED; and
      3. THAT a capital project to implement the Banbury Road traffic calming recommendations BE CONSIDERED in the 2024 capital budget;

    4. Forsythe Avenue – Traffic Calming [Financial Impact – None], 2023-340

      2. THAT a capital project to implement the Powerline Road recommendations BE CONSIDERED in the 2024 capital budget;
      3. THAT Staff BE DIRECTED to provide a review of the project one year after the implementation. 
    7. Lane Designation at Intersections [Financial Impact – None], 2023-240
      1. THAT report no. 2023-240 regarding “Lane Designation at Intersections” BE RECEIVED; and
      2. THAT “Lane Designation” BE APPROVED on Dalhousie Street at Clarence Street, Elgin Street at Stanley Street, Market Street South at Icomm Drive, Ontario Street at Eagle Avenue, Mount Pleasant Street at Gilkison Street and Bedford Street at William Street as outlined in Appendix “A” of this report; and
      3. THAT the necessary by-law BE PRESENTED to City Council for adoption.
    8. Brantwood Park Road – Traffic Control [Financial Impact – None], 2023-2
      1. THAT report no. 2023-2 regarding Brantwood Park Road – Traffic Control BE RECEIVED; and
      2. THAT the recommended by-law changes as presented in Appendix “A” and further described in report no. 2023-2, Brantwood Park Road – Traffic Control, BE APPROVED; and
      3. THAT a capital project to implement the Brantwood Park Road traffic calming recommendations BE CONSIDERED in the 2024 capital budget; and
      4. THAT the necessary by-law BE PRESENTED to City Council for ADOPTION.
  • THAT Staff Report 2023-364 – Brantford Police Services Facility Redevelopment Project Update BE RECEIVED.

  • WHEREAS on June 19, 2017 the Downtown Community Neighborhood Association (DCNA) partnered with Equal Grounds Community Garden (EGCG) and volunteers from both associations, along with students from central public school, installed Brantford's 33rd garden (at the time) the at Central School located at 135 George Street; and

    WHEREAS the school expansion in 2020 required the community garden to be removed; and

    WHEREAS this garden not only provided food for the downtown community but created a safe place for those to turn to, it built a community of passionate community members who tended to the garden a sense of belonging and it provided the students at central public-school with education, pride and accomplishment as they helped implement, tend to and harvest the seeds at the end of season; and

    WHEREAS food insecurity is at an all-time rise before the pandemic and certainly as continued to rise during and after the pandemic; and

    WHEREAS the DCNA goal is to alleviate food insecurity for downtown members and for 222 children that are fed through Gifts of the Heart along with the 45 families we support during the week.  The gardens provides hope, community, belonging and a place to turn to for food; and

    WHEREAS both the DCNA and the Gifts of the Heart are committed to ensuring no food goes to waste and will work together with the downtown community to tend to the gardens and rescue all un used food before it spoils to break down and process in order to use in our children's lunches; and

    WHEREAS recent playground upgrades provides the DCNA with an excellent location for re-establishment of the community gardens that were lost in 2020; and

    WHEREAS the DCNA through EGCG will complete and submit the application form to the Community Garden Committee (2023 deadline April 1, 2023) and, if approved, enter into a Community Garden License Agreement for the 2024 growing season; and

    WHEREAS to accommodate the proposed community gardens, appropriate water servicing complying to City Standards is recommended;

    NOW THEREFORE BE IT RESOLVED:

    1. THAT following approval from the Community Garden Committee, City Staff BE DIRECTED to construct a park service complete with meter chamber and parks service box; and
    2. THAT City Staff BE DIRECTED to engage and retain appropriate professional Contractor and to fund these costs, estimated to be $25,000, from the Council Priorities Reserve RF0558.
  • WHEREAS The City of Brantford delivers popular community events including Brantford’s Canada Day, Scare in the Square, New Year’s Eve, and the 2023 Ontario 55+ Summer Games, to name a few; and

    WHEREAS The City also hosts, partners and supports community-led events including Crewfest, Brantford Charity Airshow, Santa Claus Parade, Wheels on the Pavement, Brantford Kinsmen Ribfest, and the Rotary Classic Run, just to name a few; and

    WHEREAS the variety of events happening in our community is an opportunity to coordinate a week long Winter Festival and Summer Festival that could include new and existing events; and

    WHEREAS a Winter Festival and Summer Festival would benefit Brantford residents and be a regional tourism attraction; and

    WHEREAS festivals provide community impact through enhancing pride and building social capital; and

    WHEREAS a Winter Festival and Summer Festival may create additional awareness of local events, and provide enhanced marketing and promotional opportunities for events, businesses and other stakeholders; and 

    WHEREAS the proposed Winter Festival and Summer Festival will support Council Priority #2 “focus on productive and collaborative partnerships”, and Council Priority #6 “effectively and consistently engage with the community.”

    NOW THEREFORE IT BE RESOLVED THAT:

    THAT staff BE DIRECTED to explore the feasibility of a Winter Festival and a Summer Festival that aligns new and existing events, and provide a report to Council prior to the end of Q4 2023 that includes:

    1. A general outline and project plan for a proposed Winter Festival and Summer Festival to begin in 2024; and
    2. Estimated costs, venues and resources required; and
    3. Anticipated social, cultural and economic development impact, if applicable. 
  • WHEREAS the intersection of Rowanwood Ave & Cumberland Street currently has a two way stop control; and

    WHEREAS this intersection site lines are difficult to see past the corner safely; and

    WHEREAS the area residents are concerned about a possible serious accident at this intersection; and

    WHEREAS shortcutting traffic has increased in the last two years with the completion of Grey Street development; and

    WHEREAS the intersection has become more dangerous to cross; and

    WHEREAS there is a neighbourhood park just off Rowanwood Ave;

    NOW THEREFORE BE IT RESOLVED THAT Staff BE DIRECTED to implement an all way stop at this intersection.

  • WHEREAS the Earl Haig Family Fun Park provides a wide range of amenities and activities including children’s day camps, swimming, batting cages, mini putt, splash pad, and family picnic facilities; and

    WHEREAS the Earl Haig Family Fun Park is enjoyed by thousands of children and families each summer; and

    WHEREAS the Civic Swimming Pool opened in July 1923 on the site that is now known as the Earl Haig Family Fun Park; and

    WHEREAS after the opening of the Civic Swimming Pool, the Great War Veterans Association was granted permission to run concessions and amusements; and

    WHEREAS in 1929 the facility was renamed the Earl Haig Pool; and

    WHEREAS 2023 represents the 100th Anniversary of the opening of the Civic Swimming Pool, on the site that is now known as the Earl Haig Family Fun Park; and

    WHEREAS an Earl Haig Summer Celebration is an opportunity to raise awareness of the history, activities and amenities of the Earl Haig Family Fun Park; and


    NOW THEREFORE IT BE RESOLVED:

    1. THAT staff BE DIRECTED to develop a community engagement campaign to share pictures and memories that highlight the history of the Earl Haig Family Fun Park; and
    2. THAT staff BE DIRECTED to coordinate a community event with entertainment and attractions during summer 2023 at the Earl Haig Family Fun Park; and
    3. THAT staff BE DIRECTED to waive the fees at the Earl Haig Family Fun Park for one day during summer 2023 as part of the Earl Haig Summer Celebration; and
    4. THAT staff BE DIRECTED to fund the Earl Haig Summer Celebration to a maximum of $15 000 from Council Priorities to cover the cost of lost revenue, a community engagement campaign and activities to support the Earl Haig Summer Celebration
  • WHEREAS The Brantford Red Sox were founded in 1911 when they joined the Canadian Baseball League; and
    WHEREAS the Red Sox joined the Intercounty Baseball League (IBL) in 1921 and currently play in the Senior Division of the IBL; and
    WHEREAS the Red Sox have always called Cockshutt Park (originally Agricultural Park) home; and
    WHEREAS over the years many great players have worn a Brantford Red Sox uniform including Ron Stead, the only amateur inducted into the Canadian Baseball Hall of Fame; and
    WHEREAS the team has provided over 110 years of great baseball experiences for players and fans in Brantford; and
    WHEREAS the Corporation of the City of Brantford recognizes and supports that legacy; and
    WHEREAS the Red Sox organization is still recovering from the economic setbacks of the pandemic; and
    WHEREAS this Council has prioritized supporting the growth of year-round high-level sport experiences for players and fans in Brantford;

    NOW THEREFORE IT BE RESOLVED:

    THAT the City of Brantford provide the Brantford Red Sox with a credit against fees incurred for use of the Arnold Anderson Stadium field and concession of up to $15,000 in each of the 2023, 2024 and 2025 calendar years; and
    THAT the credit be funded from the Council Priorities Reserve (RF0558).

  • WHEREAS Ted Beare was Brantford born and graduated from Central School and Brantford Collegiate Institute; and
    WHEREAS Ted grew up playing sports and minded the net for the BCI hockey team; and
    WHEREAS from an early age Ted’s sights were set on a career in sports journalism; and
    WHEREAS Ted joined the Expositor newsroom in 1950 as a general news reporter and assistant to the sports editor and three years later was promoted to sports editor; and
    WHEREAS Ted wrote a daily column, The Beare Facts and was a gifted writer whose turns of phrase and witticisms could make his readers chuckle; and
    WHEREAS during his time at the paper, he was witness to almost every major sports event in Brantford and area and took great pride in informing Expositor readers about the accomplishments of local athletes; and
    WHEREAS Ted’s body of work chronicled all that was newsworthy, from the accomplishments of youngsters just starting out in house league play to the athletes who played in major leagues or competed in Olympics; and
    WHEREAS Ted told as many sports stories as he could in his inimitable style for more than 42 years; and
    WHEREAS Ted won four Western Ontario Newspaper Association awards, and was runner-up twice; and
    WHEREAS Ted was a member of the selection committee for the Frank Tomlin Memorial Award for Brantford’s sportsperson of the year, and member of the selection committee for the Brantford and Area Sports Hall of Recognition; and
    WHEREAS In 1992, Ted was one of 65 area residents awarded a Commemorative Medal for the 125th anniversary of Canadian Confederation in recognition of contributions to their community; and
    WHEREAS in 1994, Ted was inducted as a member of the Honour Roll in the Builder category of the Sports Hall of Recognition; and
    WHEREAS in 1998 Ted received an Award of Merit from the Walter Gretzky CNIB Celebrity Golf Classic; and
    WHEREAS Ted was honoured at a 2004 dinner, “An Evening with Ted and Friends” which was organized by the Arnold Anderson Sports Fund; and
    WHEREAS Ted retired from The Expositor in 1992 but later wrote two books—Brantford: Sports City, and My Mother the Bookie; and
    WHEREAS Ted continued to write Beare Facts and other stories for The Expositor on a freelance basis until his death in January 2011 at the age of 82;
    NOW THEREFORE BE IT RESOLVED:

    1. THAT the requirements of Corporate -023 Municipal Naming Policy BE WAIVED; and
    2. THAT the memory of Ted Beare shall be perpetuated and that his achievements will be recognized by naming in his honour the baseball diamonds at Lions Park which henceforth will be known as the “Ted Beare Baseball Diamonds” ; and
    3. THAT appropriate signage will be installed by staff and funded from the council priorities fund in an amount not to exceed $5000; and
      THAT an event to honour the occasion will be scheduled by staff and funded from the council priorities fund in an amount not to exceed $2500;
    4. THAT the above be completed during 2023.
